Since the Governors of California, Oregon and Washington, and the Premier of British Columbia signed the MOU to establish the Pacific Coast Collaborative in 2008, the PCC jurisdictions have signed several climate and clean energy agreements and statements of cooperation building on that initial foundation. We also work together to develop joint analyses and studies and to prepare policy briefs summarizing our work within different areas of regional climate and clean energy cooperation.

Reducing Greenhouse Gas Emissions from the Built Environment with Low-Carbon Materials & Methods | Buildings are responsible for at least 39% of global energy-related carbon emissions each year, and 11% comes from embodied carbon. Embodied carbon refers to all the greenhouse gas emissions generated by the manufacturing, installation, maintenance, and disposal of construction materials used in buildings, roads, and other infrastructure. |
Combatting Ocean Acidification and Hypoxia Through Regional and International Collaboration | Climate change is causing waters off the West Coast of North America to acidify faster than anywhere else in the world. Reducing Greenhouse Gas Emissions by Tackling Food Waste Through the Pacific Coast Food Waste Commitment | To address the complex food waste crisis, the PCC formed the PCC Food Waste Working Group, now known as the Pacific Coast Food Waste Commitment (PCFWC), in 2018 – a unique public-private partnership dedicated to reducing food waste in the Pacific Coast region by 50% by 2030. Alongside California, Oregon, Washington, and British Columbia, the cities and counties of Seattle, King County, Portland, San Francisco, Oakland, Alameda County, Los Angeles, and Vancouver, B.C., help lead the PCFWC. |

Factsheet: Reducing Greenhouse Gas Emissions from Transportation Fuel with Low Carbon Fuel Standards, 2024 | Transportation accounts for over 40% of greenhouse gas emissions on the Pacific Coast. Using cleaner transportation fuels is a critical step toward achieving the region's goal of cutting greenhouse gas emissions by 80% over the next 30 years. British Columbia, California, Oregon, and Washington have programs in place that are creating an integrated West Coast market for clean, low-carbon fuels. |

Action Plan on Innovation, the Environment and the Economy | The Action Plan on Innovation, the Environment and the Economy sets out a series of co- operative initiatives to promote renewable and low-carbon energy and energy conservation, including developing Interstate 5/Highway 99 as a green transportation corridor. It also promotes development of high-speed rail from San Diego to Vancouver and the move to “Green Ports” through co-operation to reduce local air pollutants and greenhouse gas emissions. |

Pacific Coast Action Plan on Climate and Energy, 2013 | The first agreement signed by Pacific Coast Collaborative Governors and the Premier of BC committing to take action on climate change and work together to accelerate clean energy policy. Signed October 28, 2013. |
Pacific North America Climate Leadership Agreement, 2016 | An agreement signed by the Premier of British Columbia, Governors of California, Oregon, and Washington, and Mayors of Los Angeles, Oakland, Portland, San Francisco, Seattle, and Vancouver (BC). Key provisions of the agreement include: 1) implementing energy data reporting and benchmarking for at least 75 percent of eligible large building square footage; 2) expanding consumer, municipal, utility, and private sector adoption of zero-emission vehicles and development of a Pacific Coast electric vehicle charging network from Southern California to British Columbia; 3) accelerating the deployment of distributed, community-scale renewable energy, integrated into the grid, including lowering the carbon intensity of heating fuels in commercial and residential buildings; and 4) reducing carbon emissions from the food waste stream by preventing and recovering organic waste and promoting composting. |
Pacific Coast Climate Leadership Action Plan, 2016 | An update to the Pacific Coast Action Plan on Climate and Energy, which the leaders signed in 2013, this accord has a stronger emphasis on issues including ocean acidification; the integration of clean energy into the power grid; support for efforts by the insurance industry and regulatory system to highlight the economic costs of climate change; and so-called “super pollutants” (also known as short-lived climate pollutants). It also promotes more resilient communities in the face of a changing climate, with a focus on disadvantaged residents who bear the brunt of climate change impacts. |
